chuck schumer says the time is finally right for a deal. >> this will be the year congress finally gets it done. politics on this issue have been turned upside down. for the first time ever, more political risk in opposing immigration reform than in supporting it. >> joining us now to discuss the proposed plan, congressman joe garcia from florida. he serves on the house subcommittee of immigration and security. we have been here before, sir, we were here in 2010, 2005, 2006, when the only agreement you could get was to build a wall, and the last major, major immigration reform was 1986 when president ronald reagan said we have fixed america's immigration problems. and there were maybe 2 million people in the country illegally then. 11 million now. is this the yore to gear to get and get it done right? >> i think so. i'm very excited about the prospect here. i think the work that's been done by the senators gives us a great framework to start from. where we are working on immigration reform and had been working toward. i think it puts us in a very good place. and i think you probably wil
